The same document is pulled up on two workstations. On certain pages,
the pages do not break the same, that
is one will have an additional line that the other does not. In fact on
some pages I can arrow down line by line
and the will match to a certain point and then one will be at 6.3" and
the other at 6.4" for the same line.

In addition to the factors mentioned by Karen Rodgers, your problem
could be something as unlikely as using different view magnifications.
I've done numerous manuals in which the pagination seems to be off when
viewed at 100%, but it looks fine at 99% or 101%. That's Word for you.
Also, have you tried to print the doc when it looks wrong? It may just
look wrong on-screen and print fine. Again, that's Word for you.
