My company is considering changing to a program called Requisite
Pro to develop our
requirements and design documents. It's supposed to aid in
version control, even assist
the engineers in the design of the software, and make toast.

Never heard of Requisite Pro, but it sounds like your people might be
interested in Vision Professional 4.5 (by Visio). Haven't used it
myself, just read about it and heard several people (on this list, too)
rave about it. Don't know if does version control, but it supports
numerous design methodolgies, and butters your toast.
