Depends on the parts. I'm not going to touch the semi-religious issue
of degree or no degree, merely comment on a market phenomenon. In a
geographic area where there is a high demand for competent technical
writers, pubs managers will hire anyone who looks like they know what
they're doing, and they'll base that not on the degree but on their
prior experience. In an area where there is comparably less demand but
more supply, you probably will run into pubs managers and HR departments
demanding a degree.

A previous poster was partially right, in that there is a high need for
competent technical writers in Silicon Valley, and hence degrees are not
as important these days as they have been in the past, or may be in the
future.
