Different PostScript question

I'm hoping someone can set me straight on this subject because it's been
bugging me for a while. I work with Unix and Windows machines and often
have to produce PostScript files for clients. I have migrated most of my
FrameMaker documents to 5.1.1 on an NT box (I only have a Frame 3 license
on Unix).

When a client asks for a PostScript file, I always have problems when it
is generated by the Windows machine. The problem appears to be that my
Windows system is generating a different kind of PostScript file (PCL),
that can't be printed by many of our clients. When I save the Frame files
to .MIF and open them in Frame 3, the PostScript it generates seems to
work for our clients. It's even worse when they want a PS of my RTF files
used for help (RTF to Frame 5, to MIF, to Frame 3).

The "real" PostScript file has the following first line:
%!PS-Adobe-3.0

The PostScript generated by my Windows NT box begins with the following
lines:
^[%-12345X -at- PJL SET PAGEPROTECT=AUTO
@PJL SET RESOLUTION=600
@PJL ENTER LANGUAGE=PCL

Is there anyway that I can painlessly and inexpensively (read: FREE) get
my Windows NT box to produce Adobe 3.0 PostScript?
