The Foundation Center has published several really great step-by-step grant
writing guides, as well as scads of other fundraising- and
management-related stuff for nonprofit agencies.

Many public and university libraries serve as Foundation Center
depositories, stocking all (or most---sometimes they get ripped off when
they go out of print) of the FC publications, with a specific librarian
assigned as a specialist in that subject area.

In my area, many university libraries also have FC publications, and the
local arts council and United Way offices make them available to grant
writers from member organizations.

You might also try the Internet Public Library, run by the LIS department
at UMich, I think. They have lots of reference sources online, and give
access to major library catalogs---and to real live online librarians who
will help you locate specific information for your state and the particular
type of grant you're applying for.
