I'd take a bet this new writer has been under the thumb of engineering
types--probably her whole career so far. I've worked in both the
environmental engineering field and in software development, and I'd
occasionally get SMEs capitalizing for emphasis--in fact have heard the
phase "key word" used in this context. When I was first writing--before
getting any training and with little experience--I might have gone along
with this if I hadn't had a boss who'd actually heard of a style guide.
The engineers who did this could be extremely adamant about their caps!
