Hey Paul,
The top border is easy....
Put your cursor where you want the border to start.
From the Format menu, choose Borders and Shading.
Click the Shading tab.
Select Custom:
Choose a foreground color and a background color, as well as the
density.
When you return to the doc, you can control the size of the border by
adjusting the paragraph spacing or adding extra hard returns.
The side border can be controlled from the Borders tab on the Borders
and Shading submenu, but it doesn't get very big. The only other thing
I can suggest (if you don't want to use tables) is to use a colored
frame. (Ugh! Word doesn't control frames as well as other applications,
say Framemaker or AmiPro.) It could give you nightmares....
