Not a good situation, but it might be salvageable.

First of all, do you report to him? If not, you may get
some results simply by being firm with Mr. Know-it-all.
If his responsibility is to schedule assignments, and not
to edit or comment on other writers' work, then he's not
standing on very solid ground. He may see himself as
the "true Tech Writer", but if he has no management
authority, you're within your rights to ask him to keep
his delusions to himself (politely, of course). Or critique
his stuff.

Have you tried discussing your concerns with the manager?
Or maybe a discussion between you, your manager and
some of the other disgruntled writers? Lay out your concerns in
much the same way you did in your email to TECHWR-L.
Provide examples of what's wrong with his writing.

If you think this problem guy might be reasonable, maybe
a meeting between you, the manager and the problem writer
might help?

If none of this work, I'd be inclined to check out other job
possibilities, but it depends on what the job market
is like in your area. If you do leave, make sure management
knows why.
