Banner colors and browse sequences

I have a question about banners. Our style guide, written by my
predecessor, says I should use different banner colors
for the two window classes I am using:
Main has a gray banner, but this window is used only for displaying
topics from the Table of Contents.
Overview window has a gray banner with navy text
Procedure window has gray text with a navy banner.

The problem starts when I try to mix the two types of topics in the same
browse sequence. It works fine in the Main
window because the gray text is magically converted to black with a gray
banner. The contrast between the two makes
the topic title show up as it should. But when I put browse buttons on
the secondary windows. Black or navy text on
a navy banner does not show up because the contrast is insufficient.

Should I take the browse buttons off the secondary windows or should I
forget about mixing topic types in a browse
sequence? I've looked at some help systems that use all the same color
banner or no banner to avoid the problem.
Should I make the banners all the same color? I like using colored text
and
different color banners. But when I convert the
help to Hyperhelp for UNIX, I'll have to use the same color banner and
text for all windows.

What is the trend in this design issue? Sorry to ask such a basic
question, but I haven't been able to get into the archives.
