The first question to ask is this: What problem are you trying to solve?
I'd like to help, but I know nothing about your audience. A needs analysis
will tell you what info you need in headers, footers, etc.

IMHO, this is a huge problem facing technical writers today. SOME DON'T KNOW
WHAT PROBLEM THEY ARE SOLVING. We really need to learn how to identify
requirements FIRST and then identify the tools to solve the problem.
