These are actually two different environments. Windows 3.1 is called
a 16-bit environment. Windows 95 is a 32-bit environment. If you
create a Windows 95 32-bit help file (with .cnt file and other
Windows 95 help features like secondary windows), you won't be able
to display it fully with all features on Windows 3.1. Could this be
your problem?
