The XML standard is documented on the w3 website
(http://www.w3.irg/XML/) and has been passed on to the review and voting
process to become a standard. The standard has the full intentional
support of Netscape, Microsoft and Sun, among others, and MSIE 4.0 has
an XML parser built in.

O'Reilly (www.oreilly.com) has a book on the current state of the XML
standard and what it will mean for the future of the internet.
