Their bureaucracy is raising your overhead. Raise your rates
to cover this. Alternatively, keep your rates the same and
bill them for all the time spent on bureaucratic folderol.
While the overhead of running YOUR business doesn't represent
billable time, time spent helping them run THEIR business does.
Any unusual obstacles imposed by the client are certainly over
the line. The temp agency relationship has nothing to do with
the running of your business; it's all about them.
