Pagemaker Printing

Has anyone experienced this problem and learned a way to fix it?

My page needs to be 10-1/4" wide by 16" tall.

In order to print a page this size, on-screen rulers read 10-5/8" wide
and 16-9/16" tall.

Printing to an HP-1000.

Print dialog says 100%.
