Hello --
As rare as it is for me to defend a government project, on a first,
quick, perusal it appears that the recommendations in the document are
quire reasonable.
They stress using the active voice over the passive, address the
readers as "you," consider the audience and their needs, use tables
and lists, informative headers, etc.
Sounds almost like some of the rules for good tech writing.
