One important thing to keep in mind is that slightly oversize binder is
much much better than one that is overfilled.

I too would fill up a binder and count the sheets that will comfortably
fit. Paper thicknesses do vary a lot, but since you asked, our stock
copier/printer paper measures 0.0038 inches. Toner from our laser printer
adds about 0.0004 inches. Yes, I have access to equipment to measure it
that accurately.
