To frame or not to frame?

While considering the question, here are some guidelines I use when
developing websites:

1. I follow the 3x3 rule: do not use more than 3 frames and 3 open
windows at a time.

2. Always *reset* the frameset whenever the user *leaves* your website
(you do this by coding a TARGET="_top" in the appropriate link). While
this is appropriate for Internet websites and extranets, you may also
want to apply this rule to intranets whenever users *jump* between
department sites.

3. Check frames out in both IE and NN to make sure they behave as you
intended.

I believe frames could be useful (I use them for navigation mostly), but
should be used judiciously.

My input for what it is worth.
