Computer-Based Training (CBT)

I'm looking for information on computer-based training (CBT). Specifically, I'm working on a project for my MIS degree that includes identifying the baseline technical and information architecture, and developing a new and more cost-effective architecture for our company's CBT products.
 
Our current CBT products are for a transaction-based mainframe system for customer care and billing (30 million bills generated monthly), and the GUI front-end for the mainframe system.
 
Can anyone help guide me in the right direction for finding information about the best tools to use for developing this type of CBT? Any and all help is appreciated.
