Ron,

Unfortunately, it is very often not the writer who makes the choice of the
tools to use, but some beancounter or manager. These types are very often
blinded by the facts that either Word is bundled with the PC they buy, or
that their secretary is kind of happy with Word. Another problem are the
"corporation standards". As there are way more administration workstations
than writing/creation/publishin workstations, the mostly used tool is made
standard, no matter how it affects special needs.

BTW, a good five years ago, the technical documentation department of a
leading gas turbine manufacturer was still using Word 5.5 (for DOS) for
their documentation. Well, it was not that bad, as soon as one knew what
one was doing. Things started to get worse when they introduced Windoze and
Winword on their underpowered machines...
