I'm not sure if I'm understanding your question correctly, but if you're
trying to describe drag and drop to people who don't know how, you have to
think of the physical action of the user.

To move an item: Select the item you wish to move by positioning the mouse
pointer over it and holding down the left mouse button. With the mouse
button still held down, move the mouse until the item is where you want it.
Release the mouse button to drop the item at its new location.

I found a very similar instruction in an Access 97 how-to book. It had this
tip set aside from the main text. This meant that users who understood drag
and drop could continue the flow, but the clueless ones got a little help.
And as you can see, it's not very wordy.

You could go even more step by step:

To move an item:
* Select the item: Position the cursor....
* Drag the item: With the mouse button held down....
* Drop the item: Release the ....

As others have said, however, it might be a good idea to recommend packaging
a good existing intro to Windows. On the other hand, learning something new
is a lot less painful if it's helping you accomplish a task you need.
