Maybe so, but many large companies would just like to dump more
expensive workers and replace them with others who are:

* cheaper
* desperate to keep the job (or face deportation)

In any event, just increasing the pool of available workers tends to
lower labor costs. Nothing intrinsically bad about that, of course,
but it clarifies the motivations of some folks arguing for and
against increasing the quotas on imported high-tech workers.
