I believe that's what I'm saying.

Lambasting the state of the educational system isn't appropriate.

The numbers of "poorly educated" people also aren't appropriate,
unless you're specifically talking about how to present technical
information to specific people with specific educational
deficiencies.

In general, other than the obvious admonition to write to your
audience, I don't see that much of a direct connection
between educational levels and technical communication--
what you can assume about your audience's knowledge
will always depend more on intangibles like experience
and general background than on specific grade level
achievements or on problems in the educational system.
