I tested this solution and seems to have worked on a small Readme.txt file:
1. Import the txt file into Word.
2. Run a Search and replace for paragraph markers by doing the following:
a. Choose Replace from the Edit menu
b. Click the Special button at the bottom of the dialog box
c. Choose paragraph mark from the list
d. Click Replace ( to replace one-by-one) or Replace All
