Ben Kovitz asked for information on estimating a project.
The best source I know on that subject is JoAnn Hackos's
_Managing Your Documentation Projects_ (New York: Wiley,
1994). In addition to some industry average "hours per page"
metrics for various types of publications that you can use
to make ballpark estimates, she provides a detailed
explanation of how to do a more accurate estimate.

With this information, estimating a project is no longer a
black art.
