One cause of graphics moving around in Word is the "Float over Text" option.
You can choose to have a graphic float or stay put.

In Word 97, the default when pasting in an object is to have it floating. To
prevent floating, right click on the graphic, select Format Picture | Position
and deselect "Float over Text."
