Also using Paintshop, you can create two picture tubes: one for vertical
rips and one for horizontal. Do these in very light shades of grey, then
smudge them around using the construction paper texture or something, and
dink with them until they're jes' right. Ensure that your first and last
grid thingies line up, and set your picture tube to Continuous Placement and
Incremental Selection modes.

Use your picture tube to draw the ripped borders, crop your picture around
them, then fill in the outside area with your background color. Cut your
whole graphic, create a new graphic file with a transparent background, dump
the cut picture into the new graphic, then put a dropshadow on it. (You may
need to do a little softening and stuff around the corners.)

It's actually a lot quicker and easier than it sounds.
