** Assuming that the company can't necessarily staff the whole
techwriting department with experienced geniuses, there has
to be a way for the mediocre writers to get things done.
The formal rules help point the way to achieving a certain
level of quality with a certain level of reliability even
if the writer is incapable of creating his own design,
conceiving his own pedagogy, and constructing his own
schedule. At least they should.
