Go to the section after the section break. Make sure you're actually
clicked in it, not just viewing the page. Go to View Headers and
Footers. Check if the "Same as Previous" button is depressed. If it
is, click it. You may get a warning; ignore it.

This will unlink your previous header from your current header. Then,
if necessary, copy the previous header into the section you want to
keep (this shouldn't be necessary).

Repeat as necessary for footer.

Then you can safely delete the preceding section break.
