Technical Writer do that is different from an entry-level Tech

I'd be very surprised if you find useful, consistent answers
across a range of employers, since each employer tends to
classify things differently; some don't even use all the
classification levels you listed in your original question. That
being said, here's a general breakdown:

An entry-level writer may be on probation and probably lacks
certain key skills.

A junior writer is no longer on probation, and has all the basic
skills needed for the job, but still requires some supervision.

An intermediate writer not only has the skills, but applies
them effectively with relatively little supervision.

A senior writer is probably an expert who needs no
supervision, and who may actually perform supervision.
