I'm with John Posada...

It is quite standard to have chapters always start on the A page...when I
flip through a document looking for something that consistency is very
helpful.

How many blank pages are we really talking about here...first off, probably
half of your chapters will end on the "left" page, leaving only half of the
chapters to contend with a blank page. In even a lengthy document, that is
not many. Granted that on a smaller doc, (say 80 pages) with numerous
chapters the relative percentage will be higher but so what?

Deal with the page breaks, sure they can be wacky, but that is a part of the
job.
