I have a book with some good tips in it. It was offered at a tech
writing seminar I attended. "Writing Effective Policies and Procedrues,
A Step-by-Step Resource for Clear Communication" by Nancy J. Campbell.
Published by AMACOM, a division of American Management Association, 1601
Broadway, New York, NY 10019. ISBN 0-8144-7960-X. Each chapter includes
a set of "tools"--checklists, sample forms, etc., which may be helpful
to you.
