I'm almost sure that he meant to say 1,000,000,000. I seem to remember
reading somewhere that this usage has been accepted in the UK, now, in order
to avoid confusion. The article didn't mention who'd accepted it. BTW, you
don't have to say "one thousand million". The SI term for this number is
"milliard".

As for the cricket, speaking as a South African, with our team having just
been beaten by the Aussies in the World Cup, I suppose they can quote
cricket scores any way they want, just so long as they don't quote them in a
bar in South Africa!
