I would vote for the second version (allows). It is more concise and
communicates the idea.

As a writer, I don't get paid by the word so I don't have any incentive
to be verbose.

As a reader, I hate to wade through a bunch of fluff to find the info I
am looking for.

The context is a procedure that is initiated by
selecting a command from a dropdown list from a menu
bar. Ok, if you must ask, yes, it is an icon :-{
