Consistency in the headers, etc. can be handled fairly easily in your template
design. Templates can be applied to a document after the fact.

Headers - handle in template design
Footers - handle in template design
Page #'ing - incorporate chapter numbers in page nos. (i.e. 4-15)
Para #'ing - again, incorporate chapter numbering
Header Levels - handle in template design

If the page numbering and para numbering issues are more a matter of style as
opposed to actual numbering - they too can be handled in your template design.
Each chapter would them use the same template design so that headers/footers
are consistent, heading levels all match, etc.

Hope that helps. I can't caution you enough about NOT using Master Documents.
It once ruined almost a year's work for me.

Of course ... <sneaking this in slyly>..... if you can get your company to
spring for FrameMaker..... you could justify the cost in man <oops, I mean
person> hours of effort.... <g>
