It may depend on the divisions that exist in your company. I think, in
general,
there is a division between installation (setting up) and file maintenance
(managing).
However, I think that you're on the right track using "Administration",
which would
seem to cover the two. Perhaps, if you are trying to come up with a title
for the manual,
you could call it a "System Manual". That's what we do here for the manual
that contains
all the programming/systems administrator type of information. Hope this
helps.
