Lisa makes an interesting point:

"I think you may run into some reticence about part-time writing
simply because of the ramp-up time, the training, the stylistic
subtleties, and so forth, involved in hiring and retaining a tech
writer."

I wonder if a job searcher could defeat (or at least
substantially deflect) such reticence by using as a selling point
her willingness and ability to work full time, on-site for an
agreed-upon "ramp-up" period.
