I would argue that translation requirements are based on being able to build
a business case for the cost. Our company is engaged in an effort to go
2-byte for the Japanese market and the first step is a Japanese translation
of our doc set. While this is quite costly, a very large portion of our
market is Japanese so there is a strong business case. Fortunately or
unfortunately, the decision of whether or not to translate a doc set should
be made by a team that includes representatives of marketing, sales,
engineering and tech pubs.
