Adobe has declared the PDF *file format* to be an open standard
(which is not the same thing as "public"). This does not extend to
individual PDF files or to any other IP. And "fair use" would not
include usage in a commercial product.
Adobe's usage instructions for their PDF icon are perfectly clear:
their icon may downloaded for use on websites. Nowhere else.
