Opportunities in Technical Writing

I got approached just yesterday to work on a Disaster Control/Contingency  
Plan gig at $50.00 per hour.
 
However, I live in Florida, didn't have the certificate, and don't want to  
get COLD (Delaware).  I lived in Washington, DC, for 20 years and 'escaped'  
when the time was right.
 
Feel I could have done the job, except for the certificate.
 
The tasks were 'technical writing' in general.  Disaster/Contingency  
documents, test plans, etc.
 
So, $100,000 is NOT out of the range for technical writers.
