Okay, so the first thing we have to do is make sure that we know what the
original statement was: "A 'central reservation' here is a place where
American Indians go to play bingo".

Okay, so we must show that the above statement does not make fun of an
ethnic group; in this case, American Indians.  So let's look at each part of
the statement.  We have to show that American Indians play bingo:

According to Senators Shapleigh and Nelson, the Tigua Indians of Texas and
the Coushattas tribe of Alabama do indeed play bingo.  

Okay, next we have to show that American Indians reside in, occupy or visit
central reservations.
