electronic submission

If you can ask what they prefer, then ask, as others have said. In the 
absence of definitive direction, I'd send a PDF. The proposal represents 
valuable intellectual property that you don't want anything to mess 
with. We know that Word has a tendency to mangle documents if there is 
an opportunity for Murphy's Law to apply.

If they are going to ask for electronic submissions, they should provide 
the specifications for you to do so correctly. Let's hope they don't 
have fields in a web page for you to fill in. :-)
