FrameMaker does not provide any control over link properties.
Link properties can be modified in Acrobat (Link Properties, 
Appearance;  Link Type should be set to "Visible Rectangle", and then Line 
Style to "Underline"; color of the non-printing underline can be set as 
well.  Even if scripts/plug-ins are used in Acrobat to automate these 
settings, this will have to be repeated when the PDF is recreated.
