Multiple Licenses, multiple flavors of help

I have seen this done using javascripts.  One online help is created that
contains all the topics, and the program selects which TOC and browse
sequence the user sees.  However, this is a scheme that requires UI/app
programming just like what is done in the app to turn UI elements on
and off, it can't be created on the side by a writer and tacked on at the
end.
