I think I'd start by searching for the word "shall." Somewhere following
each occurrence, I'd begin typing, "(But, it depends ..." 

The problem with this doc -- the problem with virually everything ever
created by people of a certain bureaucratic mindset -- is that it tries
to create rules to be mindlessly obeyed where what's called for are
principles to be intelligently applied. 

"It's my opinion and it's very true."
