evaluating doc departments

I moved to a new division about 18 months ago. I had a lot of ideas for
improvements when I started, but nothing has changed. I'm thinking that
by showing how much time and money we're wasting I might have more
impact. I also thought that an industry-standard approach would back up
my opinions.
Since lots of people must need to evaluate documentation and
documentation departments I thought a publication might exist.

1) I've been offered the management position and
need to determine what I'd be getting myself in for
before I say yes.
2) I've taken the management position (either by choice
or by chance) and need to determine what to do next
3) I have a new manager and am trying to influence
how he/she views our department
BTW, if you do find an actual book on how to do the above, please share.
