The answer is in choosing for form protect specific Sections.
Not an easy answer to find, but findable it was.
The form that needs to grow has it's final row identified as a Section
(continuous). After adding a section like this, the corpus of the document
becomes section one, the first table row identifed as a section becomes
Section 2, and so on.
When I protect the document for forms, I choose the (somewhat hidden)
subcategory link to "Protect Sections." I click the checkbox for only
Section 1, the overall document, and leave the rest of the selections
(each of them an expandable row) unchecked.
This way, I can protect for forms functionality the entire document OTHER
THAN the table rows that are intended to be expandable.
