And there in lies the problem: As you say, most "chunking" techniques are, in essence, the same as outlining. When we talk about "chunking" (i.e., partitioning) what we are really talking about is analysis. Is outlining an adequate analysis tool? Not if one believes that analysis of other than trivial systems requires the rigor or modeling.
