I think this is the real reason they ask if you are working with other
agencies or actively looking for work. As has been said elsewhere,
they get paid based on actually placing a candidate. If you submit
yourself directly to their client, or get submitted by another agency,
then something like what happened to James occurs. You get
disqualified by the hiring company and thus don't get the job, so the
recruiter doesn't get their commission.

Recruiters obviously don't want to expend energy on candidates who
won't get the job offer. They *also* don't want to risk burning
bridges with the client company by submitting candidates who end up
being disqualified.
