Temp/permanent annotations?

In my former place of employment, we had a Comment condition. When we
did final output, that condition would not be shown, but when editing
you could easily see them with "Show All" enabled (they appeared a
bright shade of pink - couldn't miss it) and of course you could also
do a search on that condition.
