What to do about a recommendation?

Didn't we cover this topic recently?  I thought that someone calling for a
reference could only ask specific questions, and the person giving the
reference could only offer certain information.  For instance:  "When did
this person work with you?  In what capacity did they work?  Would you
rehire them?
